How to get started?

Basically, google programming languages and look up additional tutorials and guides/books to get you started. There are many, so don't get discouraged by one. There is C, C++, Visual C, C#, Lua, Basic, Python, etc, etc. And that is languages. There are also engines available (some free), like Unity 3D, Unreal Engine, GameMaker, etc, etc. However, some require C++/C# knowledge.
Just keep at it. Force yourself to learn it.

Don't listen people, who says: "On engine A, you can't do B.". Everyone engine is good and at the same time bad.
Don't be afraid to make a mistake. Try to fix them. Study on them.
When you have a prototype of your game, don't hurry to throw thread on forum. Check it out several times.
So you have a good prototype of your game? Create thread on forum. People will estimate your project, and give critique about it.
WARNING! IMPORTANT PART!: You should always estimate criticism adequately.
Remember, that each good project has people, which want to help with development, sprites and etc.
So, make team from these people. Distribute duties in team.

I'd honestly say for a Mega Man game though, go with Flash. Flash is MORE than enough to do what you need to do and you can add a trillion other things to create some unique ideas. That's my advice there, but choose whatever one you think is best.
Also, as Viral said again, for criticism, PLEASE listen to it and don't take offense when people offer advice. That's the worst thing you can do. Try to find some truth in it. If there isn't any, then try to state why you don't think there is.
