His Cyber-Elf is a better option, as Solren suggested. Especially since Ciel can communicate with Cyber Elf's.

I agree with you. After all, someone managed to create a near-perfect copy of Zero's body, and for the entire X series, no one could analyze Zero and/or X. The people who came the closest are Serges, Gate, and Isoc.

Still, I read that Cyber-Elf X had no paticipation in the creation of Copy X, and this is sort of backed up for the very reason of creating a Copy X in the first place. Since X wasn't around anymore to be the leader of Neo Arcadia, and nobody could manage to communicate with X in his Cyber-Elf form, not even Ciel (at that time), so Ciel used X's DNA to create a copy of X that would replace him as leader. And since X's body was still around by that time it was possible to get a sample of his DNA.
Aaaand we all know how that ended up later~ :3

The Dark Elf is sealed inside a box with a single opening, which is being blocked by X's body.
Now if the body were to be removed, either by being possesed again (and eventually moving away) or by destroying it, the opening would be freed and the Dark Elf would be able to escape.

As such, occupying a new vessel is only distancing himself from his original body even further, and severely weakening the seal before Elpizo even damages Yggdrasil, or finds the Baby Elves for that matter. Even when a similar antagonizing force has yet to appear, that is a rather large risk to take when dealing with the very power that nearly destroyed the world.
