Virtual OS?

My friend's trying to create his own Virtual OS(Operating System) but I argue that it's impossible. Am I wrong? Because I've never heard of such a thing.

Virtual OS.. Well that depends on what you are implying. I'm going to assume that it is something similar to the 'SUB OS' that many people made in Game Maker. There are also shell and system replacements for windows. Basically, windows is booted and most functionality is suspended. Only the OS kernel functions are active for hardware access. Everything else (GUI, and such) is done via custom coded linked to kernel level API calls.
In theory, a basic OS isn't that hard to make. A decent level of assembly is needed though.

Well, my friend is using a Virtual PC of which he installed an operating system on to use for college. Is that close to what you are asking?

what it sounds to me is a virtual pc thing and yes it is possible I have windows 98 on my pc because of that program.
