That is a localization error, although I don't recall the original text. Nevertheless, Sigma did refer to his partner as someone Zero had seen in his dreams (who, as seen in X4, resembled Dr. Wily). Sigma's final body is also referred to as "Final Sigma W" in some Japanese sources.

they also got rid of the X hunter profiles in the manual, which called Serges a "Super Genius" and compared it to "the legendary mad scientist".
X2's localization would have made the Wily connection so much clearer than it was over here. I mean at a side glance it is already obvious enough, but the Japanese game stopped just short of slapping you in the face with it.
To be fair, it should still be able to be inferred from NA X2, with Sigma suddenly having insightful knowledge on Zero when Serges popped up. (who himself should be painfully obvious, despite his butchered dialogue)

I see what you're saying, but this one isn't that off. The Japanese translation is more specific, but the American one delivers a close piece of the same message, just in a more suspenseful way.
As for the other translations, I agree. It explores more into Serges showing us that he has strong knowledge of the past hinting us that he's someone very ancient.

Only one that's a far cry is the one line in MM7.
About the collected or completion wording? See instructions above. It doesn't really change the story "drastically" at all. One could infer that he either made them from scratch, which I never once assumed he did, OR, they simply gathered the remains of Zero and Serges repaired him, and since he is Wily, he finally completed his true design intentions as seen at the end of Power Fighters. (and in speculation, switched his designated target from Rock to X)

Fact of the matter is, the localization of X2 has obscured Serges' role for more than a decade. It takes X6, Iwamoto's manga and a good deal of fan translating of both the game and other obscure sources for us to understand what's going on at all. What I'm seeing happening in X2 is a systematic downplaying of the most important character in the story behind the scenes. It's as bad as their constant insistence that X is to be labelled Mega Man. Neither misconceptions have been wholly eliminated to this day.
