So I'm now playing Mega Man X: Command Mission. When I play RPGs I like to level every character evenly. I know from looking at a walkthrough that sum characters leave and come back or just leave permanently. But I would like to know which levels the characters come in at. Also what level they come back as. I wanna know this info before I get to deep into the game. So far I know Zero joins at lvl5 & Spider at lvl9. What are the rest and whats Zero's level when he comes back later?

The characters' levels when they arrive varies on the levels of your other characters.

Massimo comes in at level 1 during chapter 3.
Marino comes in at level 12-15 during chapter 4.
Cinnamon comes in at level 1 after beating the chapter 4 boss and before the chapter ends.
Axl comes in at level 15-18 during chapter 5.
Zero comes in at level 16-19 during chapter 5. Zero leaves during the beginning of chapter 6.
When Zero comes back in chapter 6, he will be level 20-22.

When you level up more, you'll notice that Axl has one level less than the rest of the cast because his leveling requirements are higher than the others. You can alleviate this with the Monopoly Force Metal.

Thx man so from what I've seen all the characters seem to gain exp, but do the ones in battle receive more?

No, by default. However, you can use the Monopoly Force Metal to give all of the experience gained to only one party member equipped with it, regardless if the person battled or not.
