His Cyber-Elf is a better option, as Solren suggested. Especially since Ciel can communicate with Cyber Elf's.

Still, I read that Cyber-Elf X had no paticipation in the creation of Copy X, and this is sort of backed up for the very reason of creating a Copy X in the first place. Since X wasn't around anymore to be the leader of Neo Arcadia, and nobody could manage to communicate with X in his Cyber-Elf form, not even Ciel (at that time), so Ciel used X's DNA to create a copy of X that would replace him as leader. And since X's body was still around by that time it was possible to get a sample of his DNA.
Aaaand we all know how that ended up later~ :3

He didn't care anymore. After Zero was put on stasis, X had to carry on the fight on his own for a century. The pain and sadness from all the battles took their toll, and he was horrified upon realizing that his heart had hardened over the years.
In short: he needed a bleeping break.

The situation would be very different if he occupied a new body. Only his body would seal her away, no longer be any willpower behind it. What served as the final line of defense would be broken before Elpizo even got there.
X's soul had split into five parts: the Four Guardians and himself. A new body for X was made from the same technology that gave the Four Guardians life, but X's soul did not occupy the empty shell; instead, a copy came to be.

Ignoring the fact that X couldn't have anticipated Elpizo's actions, we could theorize that if the real X had occupied the new body, Neo Arcadia's ironfisted policy wouldn't have happened and therefore Elpizo wouldn't have threatened the seal.

The Dark Elf is sealed inside a box with a single opening, which is being blocked by X's body.
Now if the body were to be removed, either by being possesed again (and eventually moving away) or by destroying it, the opening would be freed and the Dark Elf would be able to escape.

Except there is no instance whatsoever of Cyber-elf X worrying about the seal prior to the awakening of the Baby Elves; quite the opposite, in fact. X's Zero Collection profile states that his soul continued to wander the Earth, and X himself requests Zero to let him "rest in peace for a while". Cyber-elf X only makes an actual attempt to protect the seal when Elpizo manages to breach Yggdrassil. He sacrificed his body to keep the Dark Elf at bay with his anti-virus countermeasure, not his will.

As such, occupying a new vessel is only distancing himself from his original body even further, and severely weakening the seal before Elpizo even damages Yggdrasil, or finds the Baby Elves for that matter. Even when a similar antagonizing force has yet to appear, that is a rather large risk to take when dealing with the very power that nearly destroyed the world.
