The reason I believe Axl was created by Dr. Cossack For ALL who are NEW to this idea

All three scientists, Dr. Light, Dr. Wily, and Dr. Cossack were great scientists involved in robotics. And Dr. Light had experience working with both, Wily and Cossack. All three scientists were great robot builders.
Now here is the part where I think Axl could have been created by Cossack. Dr. Light, and Dr., Wily were in their 70-s or 80s in age, when working on X and Zero, while Dr. Cossack was in about, his 40s. So, Cossack could have talked to Light, and observed Light's creating of X, although both of them may not have known about Wily working on Zero, since Wily was a "bad guy" and Cossack and Light were "good" and Wily's not going to just go to them and say "Hey! Guess what. I am working on my own great creation as well", but Cossack could very well have taken interest in Light creating X, and thus, began to create his own final masterpiece: Axl. Seeing as Cossack was half the age of Wily and Light, he figured his master creation would be far more advanced than X (and Zero) in some ways. So, Cossack works on Axl, even as his dear friend a (and mentor, I believe?) Dr. Light, passes away of old age. One day, when Cossack is working on a new part for Axl, he discovers the copy chip. Cossack tests this chip virtually, in a way that, it was not an actual test due to the fact that there were no other "Reploids" to test it on, "for real", but Cossack tested the copy chip in theory, on how it would work in any kind of "Reploid" type robot, such as X (and Zero) who were techincally prototypes themselves. So anyway, as Cossack gets older, he decides to implant the copy chip in Axl, and because he himself is now up there in age, Cossack knew he would not live long enough to test his prototype (New Generation) Reploid) safely, he does not awaken Axl, but like Light, decides to seal Axl into a capsule, just as Light did with X (and Wily did with Zero) to run some tests on this prototype New Generation Reploid (which was not really NEW "new" because Axl was the only "New Generation" Reploid around in X7 where HE, the FIRST "NEW Generation" Reploid showed up, which kind of seperates Axl and his creation from ALL other New Generation Reploids) so that some tests could be performed on Axl before he is awakened. This is the reason WHY Axl does not have any DNA data from any other Reploids on his copy chip, like how ALL other New Generation Reploids do: Because, back in the time Axl was created, he was not awakened, and was sealed away, for safety purposes, like X was, and plus, there being no other Reploid-type robots to copy at that time, so there were no Reploid's DNA data to put on Axl's copy chip, except that Cossack put that Axl could "obtain" the DNA data of a New Generation Reploid similar to himself with the Copy Shot Cossack gave Axl which was virtually connected to Axl through his pistols, and gave Axl a clean slate copy chip, of course, and although Cossack could not advance Axl's copy chip to copy ALL Reploids, he managed to make it so that Axl could obtain new guns (weapons) after defeating Mavericks (probably, by studying Light's work on X and how X could obtain new weapons when defeating a Maverick)
Now, into the future, we find the Maverick Wars going on, and an illegal group of Maverick Hunters band together, calling themselves "The Red Alert Syndicate" due to the name and color of their leader, Red. Red's team, during one of their missions, discovers the abandonded remains of Cossack's labratory, and Red discovers Axl, and decides to awaken him, and take him in and train Axl as one of their own. Axl has his little introductry with Red, but suddenly, they (Red Alert) are ambushed by Mavericks. After a hard, heated battle, although he is programmed to be a fighting Reploid, Axl suffers a wound to the face, which explains his scar on his face. Red also takes a hard hit, and is not only scarred in the face, but he loses his right eye as well. But somewhere, during the battle, Axl somehow knows how, and uses the Copy Shot on a Maverick, and copies a Maverick. Just as in the begining of X7, as Axl says, "Even "I" don't know where I picked this up" Axl says the same thing to Red. Axl, Red, and the remaining survivors of Red Alert from the battle they just fought, return to Crimson Palace, and Axl begins to explore his new world, under the care of his new mentor and father, Red. Then when the timeline comes to Mega Man X7, Axl leaves Red Alert, with the desire to be a more serious Maverick Hunter, so he goes off to become a Hunter on his own. Zero captures Axl, and, you know what goes on from there.........
Oh, and then, in the begining of Mega Man X7, Axl knows of X, and asks Zero about him, so the question begs: Did Axl know X for being the famous Maverick Hunter who took down Sigma on several ocassions, and other powerful Mavericks? Or did Dr. Cossack program any memory into Axl's mind to know X, since Cossack knew Light? But the reason Axl knows Zero, is for being a famous Maverick Hunter, is probably the same reason Axl knew of X. But, could Cossack have programmed any kinds features to know and redognize X as a friend and ally? I doubt Cossack knew of Zero. But also, wouldn't Dr. Light's capsules open up for Axl, like they did for Zero before and have Light mention "You are the final creation of my collegue, Dr. Cossack, aren't you?" or such. But maybe Light never knew of Cossack's final creation.
Now, correct me if I am wrong, but I put a LOT of LONG, HARD thought into this theory, but I am NOT an expert, and there are probably some things, and a few unanswered questions I have left out, but I think I am mostly clear on the idea.

Your theory hinges solely on your personal belief that Dr. Cossack just might have learned about X. However, Dr. Light's warning pointed out that he had no one to carry on his work, and he was concerned the world of 20XX was unprepared for a robot like X. If Cossack was aware of X's construction, would he not live long enough to release him when his reliability check was over, finished? Dr. Light and Dr. Cossack seem to be on friendly terms, and yet Dr. Light's lab was completely abandoned when Dr. Cain discovered it.

As Ive said before i would love his creator to be an old face we all know and your theory really has some great and valid points
But hey its Capcom they love to be All Mysterious with this kinda stuff.
So right now We Got Axl the boy with a Mysterious past. and who know it might slowly start to get hinted at in the future

I can't imagine how an advanced robot like Axl could be created before the 22nd century in the Mega Man universe. It make not sense. The only way I can barely imagine it is stating that Axl ISN'T a prototype of New Gen Reploids, and his copy abilty is just a coincidence of technologies.

And Axl was more than likely created by a different person, than all other New Gens, or else, why wouldn't "he" HAVE Sigma and other Reploid data on his copy chip and be able to go Maverick at will too? (I don't see how the New Gens were all "hand created" by Sigma, as it would take too long, but maybe a group, which slowly grew into an army of "Copy Sigmas" might have been able to do it.
As far as Cossack not awakening X when he could have, since he could have easily lived 30 years after Light and Wily, maybe Cossack did not know if he should touch Light's work, or maybe Cossack didn't even know about X's test being ran on him and just assumed Light never finished X and sealed him away for someone else in the future to complete. Or, like I said, perhaps, after working so long on Axl, Cossack was concentrating on his creation more than Light's creation, before he died, and never got a chance to awaken X. But that IS still a good question as to why Cossack did not awaken X. You would think he would have, unless he just stuck to his own work.

I do think your theory is very well thought out and could potentially be feasible, but I'm not entirely sure Cossack had as much knowledge and accolades as Light or Wily. While it's true he had some nice robot creations, and even if he did learn some things from Light, would he have the skill to even make Axl?
I also figured Axl was made in the future anyway. As Sigma once said, all New Gen Reploids are his children. That would include Axl, even if he is just a prototype. Sigma says the program that gave birth to the new gens was "all his doing" or something to that extent.
I do see a tad bit of possible Russian influence in Axl's design. A tiny bit similar to Duo (which was originally to be created by Cossack). His hair color also syncs into the Cossack family rather nicely. Still, Axl's history is shrouded in mystery and I for one would love to see a game come along that explores his past and answers all questions.

Makes you wonder if Dr. Light was a black haired man when he was young, and if that would explain Mega Man and Proto Man's black hair. Even though Roll's hair is blonde (coincidentally, just like Kalinka Cossack, but we all know Light created Roll)
For some reason, and NOT because Zero has it, but, I picture Bass as having long blonde hair under his helmet, but no where near as long as Zero's.

I think Cossack being the man behind Axl's creation is a good idea. He doesn't have to be a direct creator of sort, but at least to have had some kind of contribution to his creation, like the invention of the Copy Chip or something.

He just looks like a person better off without being seen again. I really don't see any important role or part he has in the story of Mega Man. Besides the fact that he's a former colleague of Light.
