Inside the plant, the boss looked over the status in the Control Room. Everything was normal. He went to the Elevator, pressed the button, and proceeded to the top floor. The top floor had his office, a Meeting Room, and a lobby for each. The doors opened up, and he walked over to his Secretary.
"Please don't disturb me. I'm working on a project." the boss said.
"Yes Mr. Ordarium." the woman said.
The Energy Ordarium was named after it's founder; Teech Ordarium. He entered his office and locked the doors. There were two people in there already. One sitting in his chair, and another standing next to him.
"... So, where did we leave off?" Teech asked as he sat down in one of the guest chairs.
Sitting in Teech's boss chair, was the Reploid Elzareth. He was recently spotted in Maverick Hunter HQ and was destroyed... Or so everybody thought.
"... We were discussing... Ourselves the success... Of the copy Reploid of... Me..." Elzareth said.
"The Elzareth duplicate was a success!? I'm a genius! Where is it?" Teech asked excited.
The second Reploid standing behind Elzareth approached the desk. It was Kazuma, the Maverick Hunter Traitor.
"Destroyed. By the Hunters." Kazuma said.
"De... Destroyed!? Then how is it a success?" Teech asked now depressed.
"You were asked to create... It so it can take the role of... Me... And distract the Hunters..." Elzareth said. "Now I'm... 'Dead' and nobody will... Be looking for me..." Elzareth said.
"It was a success as in it mimicked Elzareth, but it lost because it wasn't a perfect copy of him. It lacked his total energy." Kazuma said.
"You both lied..." Teech said quietly. "The deal was-" "-That you create a clone and we ensure you gain power. And with the Mayor's upcoming 'accidental' death, and the 'accidental' death of your upcoming competition... You'll have power. And so will we. We can easily expose you without fear of us being exposed ourselves if you don't cooperate. You hold the key to your destruction, and you hold ours. But I wonder who is more durable...?" Kazuma asked.
"No, no... I get it... Do what you must. This city will get it's true leader." Teech said.

Teech Ordarium sat in his office, observing the news of the Titan II's sinking as it was happening. He had sent Elzareth and Kazuma down to Doppler Town as he continued his newest point of interest; campaign to be the Mayor. He was already ahead with votes and two competitors were murdered, made to look like an accident. Only a detective of the legendary Sherlock Holmes' talent could discover the secret... Which is what worried him. He was sick that he even had to resort to underground tactics to become Mayor, but he wanted to lead the city in a new direction. Today was the day where he would be told the results and who would be the Mayor. The previous mayor was going to retire anyways and people were already running for the job... Ordarium had his own agenda. He wanted to install a new Maverick Hunter Base in New Hera and give the Federation and the Hunter's equal power since right now, he knew it was a dark time. People were worshiping this Sigma character and he wanted it to not get out of hand. He was determined to get rid of Kazuma and Elzareth sometime though...

Kazuma came in from [Athenian Hospital] and walked through the doors. Kazuma once more walked in, without a security check. They still believe Kazuma to be an actual Hunter so they don't bother with questions.Kazuma stepped into an elevator in the lobby and pressed the button for the top floor. It went up, slowly... The seconds were like hours to Kazuma and he slowly got nervous. HE wondered if Elzareth would be waiting and if Elzareth knows Kazuma knows that Dr. S... Knows about P:E. Or at least he thinks... Dr. S wasn't an idiot and knew a lot more than what people give him for. Reaching the top floor, there was a ping and the doors slid open. Kazuma quickly altered his face so he didn't look nervous... Instead his usual angry, "I'll kill you if you don't do what I say" look. He saw the Secretary and walked down the hall, passing the desk going in through the right door to Ordarium's office. He nodded to the Secretary. She gave a cold stare. He walked in and saw Elzareth was nowhere in sight... But Ordarium with a large smile on his face and several other men in the room. Kazuma eased up. He was relieved that he worried for nothing. Ordarium saw Kazuma and nodded.
"Hey there, Kazuma... Good news. I'm the new Mayor of New Hera." Ordarium said.
Kazuma smirked. His end of the deal is fulfilled... Now, time for Ordarium's end of the deal.
"Sorry gentlemen, but you're gonna have to leave. I need to settle some... 'Things' here with my colleague." Ordarium said patting the men's shoulders. He shook hands as the men grabbed their briefcases and their hats and left, nodding, saying "Bye" or waving to Kazuma. Kazuma just shook his head at them. Once they left, Ordarium pressed a button on his desk and there was a click. The doors were now closed tightly.
"Well, well, well... Mr. Ordarium, I believe our end of the deal was fulfilled. Now for yours." Kazuma said.
A look of confusion appeared on Teech's face as he sat down in his chair. "I did my end. Create a clone..." he said as he stopped.
Kazuma smirked and placed a hand on his waist while putting his arm out and clenching all fingers but his index finger and wiggled it.
"You know what we want." Kazuma said.
"..." Ordarium said nothing. "We wanted an exact copy. Not a cheap copy. You still have work to do ... This time, use the energy of your own company this time." Kazuma said as he sat down in a guest chair and crossed his legs and placed them on his desk. "So you knew..." Ordarium said, sulking. "You can't hide that from us... Especially him." Kazuma said.
"*sigh* Well, I'm meeting with somebody soon... Could you leave?" Ordarium asked.
Silence. Kazuma now has a look that could kill. "Depends on who it is..." Kazuma said.
The doors slid open regardless of what Ordarium did. Kazuma and Ordarium turned their heads to see none other than...
"Ah... I knew I'd find you... Here... But nevertheless..."
Kazuma had a confused look on his face. He placed his legs down and looked at Ordarium with a stern, angry look. "I... Respectfully refuse to leave." Kazuma said.
Silence... Dr. S sighed and walked over, sitting in the chair next to Kazuma. Both Kazuma and Ordarium were wondering how Dr. S opened the doors without Teech opening them but they knew something else was going on.
"So... Dr. Stratus... Do you have 'it'?" Dr. S asked.
Dr. S nodded. The file he got from the school... He pulled from his pocket and gave Teech one of the wads of Zenny; 25,000 total. He gave the envelope and money to Ordarium. Ordarium expressed slight joy on his face.
"Perfect..." Ordarium said.
Kazuma looked puzzled. "So, you gonna tell me what this is or what?" Kazuma asked.
"Um... No." Dr. S said.
Kazuma growled but accepted it. Ordarium and Dr. S smiled a sly smile while Kazuma was busy looking out the window... Of the city of New Hera. Kazuma thinks it will be destroyed, but Dr. S and Ordarium... They seem to be planning something.

Ryuta felt the spiritual presence drawing closer after wandering the streets for a while, turning to face the area to find himself outside a energy plant. He isn't sure what to make of it, or how publicly authorized it was, but then again, he shouldn't be so brash as to barge in without first figuring out what the sudden change in the stuttering doctor's behavior.
He can tell from one of the windows that this facility manufactures the very substance he was originally led to believe was the most dangerous enhancement probably next to Supra-Force Metal. This only raised more suspicions on what was occurring while the rest of the city was too busy praising their new figurehead to even remember what they were about to cause the rest of world.
Refocusing on the two plotting souls in the building, he starts to notice their intentions have nothing to do with making the situation worse than it already will be. The mild air of caution to what they were planning also seems to indicate there was someone untrusthworthy lingering nearby; most likely the reploid that was an even bigger fanboy of Sigma than the rest of the city.
Ryuta feels that now may not be a good time to figure out just how accessible the plant was and decides to wander around the facility to see what else he can see from the windows making up most of the plant.

"Well... Um... Good luck with the job Ordarium... I'm leaving now..." Dr. S said as he stood up once more.
Both Kazuma and Ordarium looked at him with slight confusion. "So soon? You just got here. Why not stay for a drink?" Ordarium offered.
"Sorry... I'm... On a bit of a... Y'know... Rush today..." Dr. S said.
"Ah... I see... Well, take care Mr. Stratus." Ordarium said as he leaned back in the chair.
Dr. S nodded and left. He walked down the short hallway and into the elevator and pressed "L" for lobby. Ordarium then reassured the doors were locked by pressing the lock button again. The elevator moved with Dr. S in it and he eventually left the lobby itself, and exited into the outside. He felt the brush of wind as it was closing in on 12 pm in the city. He saw a "Ordarium Memorial" Bench, dedicated to the "accomplishment" made with their new Energy. He sat down and simply relaxed. He figured he should go for some lunch so he can get back to preparing for the event to come. He looked around at the front of the Energy Plant, seeing only around 4 people in the massive front area of the plant. One that was really far away... He recognized as Ryuta. He knows little about Ryuta but he does remember his real name and that he was practically a neutral. An odd sensation went through him as he thought about what could and will happen to the city.
Kazuma stayed in the office, Ordarium and him sharing awkward silence.

It seems whatever they were plotting had finished sooner than expected, but Ryuta wasn't bothered, having already sensed that need to protect the city from its own "god", so he had little reason to continue sticking around and investigating the situation. Unfortunately, as he was observing the doctor closely, he couldn't help but but wonder just how much he knew about him as a person. He doesn't seem to have any knowledge of his dark past Maverick Hunter so persistently refused to put aside whenever they get word of his whereabouts within a human populous, but he was aware of everything else outside what the veteran members have sealed so tightly within their personal knowledge. The reason this curiosity came up was unknown, but for some reason he couldn't help but wonder.
He mentally shakes the thought as he looks back towards where the other soul he sensed was located, knowing that blue striped reploid is still inside and could be catching onto their scheme to turn against the desire he somehow hardwired this entire city into seeing as a miracle waiting to return. He decides to stick around a while longer and see whether that reploid is going to come out and force the stuttering doctor to change his mind or not take notice of their collaboration and go about his blindfolding routine until that moment arrives.

Kazuma then stood up and looked at Ordarium. Ordarium felt slight fear as Kazuma looked flustered and intimidating. "... You are going to do something for me..." Kazuma said.
Ordarium gulped. "What is it...?" he asked nervously.
"I know Elzareth has his own agenda... And he isn't loyal to the plan even if he is the engineer. I know that he detests me, and Lord Sigma... Because we're Reploids, not New Gen's. He's a loose cannon and I want him gone. All I said just now? It was a show just in case Dr. S was listening in. You are going to make a law... Rather, you are going to reveal ALL the details you have on Elzareth to the Maverick Hunters and using that nifty Ordarium of yours, pass the info through Kazuo." Kazuma said.
Ordarium had so many questions but he was puzzled and now extremely scared. He had to double-cross ONE of the two dangerous Mavericks... The weaker one was here but had an order that's to be followed immediately... Or the other, who's location could be outside or the Andromeda Galaxy. There was no known location... So he went with his third option. He calmed down.
"... What do I get in return?" he asked, in an attempt to try and figure out Kazuma's goal... as he was smart enough to see it wasn't simply Elzareth's eradication.
"... You get to live." Kazuma said coldly, not falling for his trick.
A chill went up Ordarium's spine. The thought of capture from the Maverick Hunters was great, but what will happen if he doesn't dispose of the two powerful threats is far worse than capture. But Ordarium was a selfish man and thought that he could get away scott-free.
"... Also... Who is this Kazuo person?" Ordarium asked, leaning back in his chair.
Kazuma grabbed his saber and swung it while simultaneously activating the saber. He altered the size, stopping just short of Ordarium's nose.
"Do what I said or I'll cut you down." Kazuma said.
He deactivated the saber and placed it on his hilt. Ordarium lost all confidence he had... But that was replaced by a new confidence. This... 'Kazuo' person was important. So important that the strong Kazuma himself refused to give out the name. Kazuma didn't show it, but he realized he almost ruined the ENTIRE plan by saying the wrong thing to the wrong guy. He shook his head and exited the room and entering the hallway. He pressed the button, and went down to the lobby, finally exiting the building and walking over to where Dr. S was as he noticed the doctor didn't leave the premises yet.
"... *sigh* I need to trash those two pieces of scrap metal but I can't trust the Maverick Hunters OR Federation... Both sides are corrupt... Bounty Hunters and Mercenaries... It risks the promotion to Mayor I just got..." Ordarium was thinking hard and long.

"Doctor, I expected you to have left for... This 'errand' you have." Kazuma said loosing all attitude in his voice, almost as if he was scared or... Unable to hurt Dr. S.
"Oh... Um... I just didn't like... The atmosphere... I needed to get some fresh air and... Uh, something... Something... I have to do something somewhere sometime someday... Or... Within the next 5 hours... Before... Sunup... Oh, um... Sundown..." Dr. S said.
Kazuma almost felt anger. No matter what was said, Dr. S NEVER felt fear, or never got nervous... The experience of the past? A natural part of his mind? Or did he know something Kazuma didn't? Some secret to P:E? Some divine intervention granting immortality? He scrapped the thoughts as he was now getting into fairy tales and fantasies. He just knew the doctor didn't show fear and he didn't wanna know why. Learning the wrong info could earn him the wrong attention from the wrong guys... In numerous ways. Kazuma clenched his fists. He was starting to shake. Dr. S looked at him almost as if expecting something. Kazuma bit his lip as anger, fear, and regret rose in through his mind. He was getting enraged extremely fast. His hand shot up instantly. He was going to strike Dr. S! Dr. S was still relaxed and Kazuma saw this. In a split second, when his arm was extended above his head, he opened his hand and immediately clenched his fist again, catching a fly. He opened his hand and looked at the fly and then looked at New Hera. Everything... The build up to the events yet to come, the fact that anything can happen... It was rushing through his head and scrambling his circuits much more than the Federation explosion. He did NOT plan on the Federation base blowing up until New Hera itself blew up, reestablishing the fact that plans or not, ANYTHING can happen in life. He flicked the fly away and exhaled heavily.
"Just get the fuck out of New Hera."
He said nothing else and walked out of the Energy Plant, doing nothing more on his journey to the [Federation Base]. Dr. S watched his creation run off and said nothing more. He reached into his chest pocket of his lab coat and grabbed two things... Two white sticks and placed both in his mouth. He bit one, making a crunch and chewed that while simply holding the other in his mouth. After crunching the one white stick down, he swallowed it... Popeye's candy sticks. It was a favorite of the doctor and helped him relax more while the other wasn't. He sucked in through the stick revealing it to be a nicotine inhaler. A smoker's alternative. He simply cocked his head back leaning further back in the bench and looked at the sky. It was a cloudy day and the sky was bright. Over at the Tsunami Hydra bridge, it was still the ripe time of 7:30 am... But this time of year, the sun is already out and shining by then.

He watched as the reploid seemingly storm out of the building, coming across the stuttering doctor and marching over to talk to him. The doctor seemed to be trying to make an excuse as to why he hasn't left the plant, but Ryuta can tell he wasn't afraid of the Maverick, given he was the one who created him and could most likely shut him down with a push of a button. Ryuta decides to leave this matter to the doctor and saunters towards the entrance of the plant, wanting to see just how far he can get inside before either being stopped or asked to leave.

Teech Ordarium sat alone in his office.
"... Rigging the Ordarium...? I can't do it and I'm sure Dr. S knows that... But... I need to have this delivered to the Maverick Hunters..." Ordarium said as he held the small envelope. There was a slight bulge in it. He opened the Envelope and dumped the contents. It was an EXTREMELY sloppily written note; five different sentences in Japanese, English, Latin, and Chinese. The fifth one just had "0's". Each said something different.
"Mr. Musashi goes to kill ninety..." in English.
"THEN THE LIFE MEETS A LEGEND..." in Japanese...
Then two messages he couldn't read.
"Legends aren't overly zealous anymore." in Latin...
"So we stay unbound now." in Chinese...
And finally...
"000000 000 000 O000 000000000." in plain old zeros.
Ordarium rubbed his head... And the bulge still stayed in the envelope. He shook the paper and it slid out after a few shakes. It was a very small, pencil-sized tube filled with a yellow liquid... And a white crystal in the shape of a cube. He knows what it is and that it could be a game changer... But he had to hope like hell that it got to this "Mr. Musashi".

"Barbra, could you make an announcement that the plant will be closing the research labs early... In say, about 10 minutes?" Ordarium spoke.
"Yes Mr. Ordarium." the secretary replied.
Shortly after, the Intercom came to life.
"Attention, Ordarium Labs Research Center will be closing early today. We apologize for the inconvenience to tourists or workers. Please note that paychecks remain unchanged. Thank you." the Secretary's voice said over the boards.
Ordarium was still tense. The labs were closed down... However, that didn't leave the actual production plant closed to tourists. He entered his personal bathroom and got into a change of clothes from his stock business suit to an extremely expensive tux. He thought he could take a stroll through the Energy Plant he and his late partner created before strolling to the Town Hall building. He exited his office, nodding to his secretary and there was a click as his doors locked once more. He entered the elevator and went to the Lobby as that is where the plant actually was. The chances of him meeting Ryuta were higher now but he was hoping that he met the Dr. S again. He had stashed away the note and tube in his suit pocket and entering the lobby, he got "Hellos" and "congratulations" when the news of his promotion to "Mayor" has spread around the plant. He examined the lobby... The large, octagon shaped lobby with several hexagon info stands surrounding the center which was down a small set of stairs with chairs, magazines, a couch, and several tv's surrounding a spire. It was a busy day as New Hera was celebrating the Day of Sigma. This saddened him because of the prophet. Sigma was thought to be a thing of the past. He shook his head, slightly messing up his hair gel'ed short brown hair. He looked fragile due to having a fragile figure but his suit... It made him look bulkier and like he was made out of Trillions... Nope. Just Billions.
Meanwhile, Dr. S was busy, still occupying himself with the Nicotine Inhaler. He smokes... Just that he didn't wanna ruin the city. Dr. S knew for a fact that no matter what he did, it would not change New Hera's fate. He has tried for years to prevent this after learning about it in the Nano Incident, but he knew preemptive strikes from the Maverick Hunters or Federation would have caused a much different casualty to occur... And then the incomplete Sigma and Ordarium would pose an even greater threat as instead of a New World on the move, a total apocalypse. He had to let Sigma return, let destiny take it's path and then assist the Hunter's after the "spectacle". He stood up and followed Ryuta into the plant, figuring he could find some juicy info. He also had to check out the University after to see how things went. He had to get EVERYBODY in the city... Or as much as possible, into the Triangles of New Hera... Somehow... But he needed help... And discretion to do it.

He contemplates confronting the man and "enlightening" him to worse situations than what he had allowed to happen, but as he was preparing to move towards him, he noticed the stuttering doctor had begun to follow after him, his curious spirit lingering for some kind of information while at the same time still clinging to his original plot of wanting to save the city from its own ritual. With the doctor and the few tourists still lingering around, it wouldn't be a good time to rough the owner up and deepen whatever caution he might be developing in his naive, selfish mind; he decides to hang back a bit and see what happens next.

Dr. S himself approached Ryuta, not even hiding what he was doing. He tapped Ryuta.
"Mr. Zero, I presume...?" Dr. S asked Ryuta, indicating that he knew some about Ryuta. "I only know a little bit... What do you know, Ryuta?"

He scratched the back of his neck and yawned.
"... So... Do you wanna... Um... Wanna... Y'know... Check out the factory... Go out for lunch... Or... Um... Discuss..." Dr. S had to stop. He seemed to have a real problem talking. "... *ahem* Well... I want to talk to you... Privately...Billions are... At... Um... Y'know... Stake..." Dr. S said.
The entire lobby was oblivious to what the Doctor was saying. Meanwhile, Teech walked into the Energy Plant area. He observed the entire factory as his creation was at work. He was so proud of his discovery until Elzareth and Kazuma stepped in.

He turned and began walking. He spoke as he walked. "Two... Odd figures meeting in a... Um... Enclosed, private space... Draws attention... Easier to spot me... Central Park... Too much excitement... We blend in, nobody hears... Um... Hears... Us... Yeah..." Dr. S said as he left to the [Streets] to make small talk until Central Park.

Meanwhile... Elzareth came up in an Elevator in the plant from [Doppler Town]. He came in and left the elevator room, pushing passed the heavy security whom didn't chase him. He walked through the halls until he got to the lobby and walked to the elevator. People looked in fear as he walked by and he stepped into the elevator. He pressed the button for the top floor and the elevator proceeded upwards. He tapped his foot impatiently and he arrived at the top. The secretary looked at Elzareth as he walked into the short room.
"I'm sorry but you can't go in there!" the female secretary said.
Elzareth stopped as he approached the door and looked at the Secretary slowly. She winced and Elzareth had it. The air around the secretary changed and soon, blood... He exploded the gravity, killing the female secretary sending her body into pieces which flew across the room. He then kicked the doors and stepped into the office of Teech Ordarium.
"... WHERE THE FUCK ARE YOU!?" Elzareth shouted as he looked at the office.
He slammed his fist into the wall and he ran, jumping out the window. He floated in air looking around New Hera. He was furious for some reason... He then took off flying towards the [Central Park].

After wandering the city for what he assumed to be a long while, Ryuta finds himself back at the outskirts of the Energy Plant. The owner had apparently left, but he couldn't help but sense there was something going on in the lobby outside the office. It usually wasn't his business to peep on something that has nothing to do with him, but his curiosity in wanting to know more about Ordarium, if only so he can be more careful about what would happen if he was eventually splashed with the stuff, tempted him to want another visit just to see how it was made.
He starts to make his way towards the entrance, preparing himself to be stopped and turned away if any of the guards felt now wasn't a good time for tourist.
