Failed because there was a law passed that outlawed NetNavis with ankle-length hair due to the hair being the cause of death for several Navis. Apparently, the law carried over onto EM beings

Failed because he just so happened to be deaf. Most likely because of Shade Man's Noise Crusher (Or Turbo Man's squealing tires thereof)

Failed because Sega can't even make a decent Sonic game so Capcom bought his rights as a character to be used as a single boss in a Mega Man X game.

Failed because he was left running too long and ran out of refrigerant. (Reefer as is Refrigeration transport container).
